About Phil
Philip Garland is a highly experienced business and technology leader with a proven track record of advising, managing, and transforming some of the world’s largest and most complex organizations. Since his retirement from full-time employment, he has been advising large enterprises in developing and implementing digital business and technology transformation vision, strategy and plans.

Mr. Garland served as the Global Chief Information Officer at Willis Towers Watson (WTW). In this capacity he developed and implemented the vision, strategy, and execution plans for transforming the global technology, cyber security and finance functions into a data-driven, digitally enabled organization operating at Best-in-Class levels of efficiency and performance.

Mr. Garland took on the CIO role at WTW shortly after his retirement as a Partner at PricewaterhouseCoopers (PwC). Mr. Garland served as Chief Information Officer for the U.S. firm. In this capacity Mr. Garland was responsible for the strategy, design and implementation of the technology platform for the future, enhancing the user experience and ensuring that technology appropriately aligns with and enables the firm’s businesses and strategic support functions. Mr. Garland led PwC through a
multiyear business transformation journey. This journey focused on enabling the firm’s business goals by developing and implementing a technology strategy leveraging disruptive technologies in five key areas: social, mobile, analytics, artificial intelligence/machine learning and cloud. The successful execution of these initiatives required navigation through the data privacy and security regulations across the globe as well as a deep understanding of the cyber security risks and methods for managing those risks.

Prior to his CIO role, Mr. Garland served as CIO Advisory Solutions leader and as the Chief Information Officer for the US Advisory business. In his CIO Advisory Solutions leader role, Mr. Garland was responsible for PwC’s services that help our clients leverage technology to enable and optimize their business.

Prior to joining PricewaterhouseCoopers, Mr. Garland was Senior Vice President for BearingPoint’s Life Sciences, Products and Communications (LPC) segment. He had full P&L responsibility for BearingPoint’s services to clients in the Life Sciences, Manufacturing, Consumer, High Technology, Communications and Media industries. As leader of this business unit, Mr. Garland assisted companies with operational strategy, process and system architecture, program and change management, systems
implementation, infrastructure, and business process outsourcing/managed services. Prior to his LPC Segment role, Mr. Garland served in a number of leadership roles at BearingPoint and KPMG including global Life Sciences leader, Health Industries leader, Commercial Services Technology Solutions leader, Outsourcing/Managed Services leader, Chief Operating Officer of Qwest Cyber Solutions (an Application Service Provider joint venture with Qwest Communications) and Department of Defense Sector leader.

Mr. Garland has over forty years of experience in management and technology, and he is also a CPA. He started his career as a Structural and Systems Engineer in the Defense Industry.
